Whether you can drive in Dubai next week or next spring comes down to which country issued your licence. There is a list, you are either on it or you are not, and the difference is a morning against several months.
The short answer
Licences from 57 origins can be exchanged for a UAE licence without any road test. The list includes the UK, the US, Canada, Australia, New Zealand, all EU and EEA states, Japan, South Korea, Turkey, South Africa and the GCC.
If you are on it, the exchange is usually done in a single visit and the licence is printed the same day.
If you are not, budget AED 3,000 to 6,000 and two to six months for the full training route.
Who can exchange, and who cannot
The UAE maintains a list of licence origins it accepts for direct exchange, on the basis that the driving test in those countries is considered equivalent. Currently that list covers 57 origins.
It includes the United Kingdom, the United States, Canada, Australia, New Zealand, every EU and EEA member state, Japan, South Korea, Turkey, South Africa, and all of the GCC states: Saudi Arabia, Kuwait, Qatar, Bahrain and Oman.
The list is amended periodically as agreements are signed, and it is defined by the issuing authority rather than by your nationality. A French citizen holding an Indian licence is treated as an Indian licence holder. Confirm your specific licence with the RTA before you assume either outcome.

Published figures for the exchange fee vary between sources, from around AED 400 up to roughly AED 1,050 in total government charges. The variation comes from licence class, eye test and typing fees, and whether translation is required. Treat AED 1,000 as a safe budget and expect to pay less.

Because your original licence is usually surrendered, think about whether you will need it elsewhere. Some people keep a licence in their home country deliberately, and once it is handed over that option is gone.
The full route, if you are not on the list
If your licence is not eligible, you enter the standard programme: theory lessons and a theory test, practical lessons at a licensed driving school, then parking and road tests. The number of lessons required depends on whether you hold a foreign licence at all, and holding one usually reduces the minimum.
Two things people underestimate. First, the road test has a real failure rate and each retake costs money and waiting time. Second, driving school availability is the bottleneck rather than your own readiness, so book early rather than when you feel prepared.
An international driving permit lets a visitor drive a rental car. It does not let a resident drive on it indefinitely. Once you hold a UAE residence visa, you are expected to hold a UAE licence, and insurers will look closely at this after an accident.
What this means for your car insurance
You cannot insure a car properly without a valid UAE licence, and third-party cover is compulsory across all seven emirates. Third-party runs AED 450 to 1,000 a year, comprehensive AED 1,200 to 5,000.
The detail worth chasing: some insurers recognise a no-claims record from your home country and some do not. Where they do, it can be worth several hundred dirhams a year, and it is applied at the point you take out the policy rather than retroactively. Ask before you buy, and have a letter from your previous insurer ready.

Driving here, once you have the licence
The licence is the paperwork. The driving is a separate adjustment, and a few things are genuinely different.
- Salik. Road tolls are charged automatically per gantry crossing, with no barriers. You register a tag and top up an account. On a daily commute across several gantries it becomes a real monthly line.
- The black points system. Offences carry points as well as fines, and accumulating them leads to vehicle impoundment and licence suspension. Fines can be checked and paid online.
- Speed enforcement is camera-based and constant. There is no discretion and no warning. Fines arrive by SMS.
- Zero tolerance on alcohol. Not a low limit, zero. The consequences go well beyond a fine.
- Lane discipline on the main highways. Traffic moves fast and undertaking is common. The left lane is for overtaking and drivers behind you will expect you to move.
Register for the RTA and Dubai Police apps in your first week. Fines, Salik balance and licence renewals all live there, and finding out about a fine months later is how it becomes a problem at renewal.
Questions we get asked
- Can I drive on my home licence as a resident?
- No. Once you hold a UAE residence visa you are expected to hold a UAE licence. An international permit covers visitors driving rental cars, not residents.
- Does my nationality or my licence decide eligibility?
- The licence. Eligibility is defined by the issuing authority, so a passport from an eligible country does not help if the licence was issued elsewhere.
- How long is a UAE licence valid?
- Licences are issued for a fixed term and renewed with an eye test. Renewal is straightforward and can usually be done through the RTA app, but driving on an expired licence invalidates your insurance.
- What if I fail the road test?
- You retake it, paying again and waiting for the next available slot. Failure is common enough that it is worth budgeting for at least one retake rather than treating it as an unlikely event.
- Do I need to hand over my original licence?
- In an exchange, usually yes. If keeping your home licence matters to you, ask about the procedure before the appointment rather than at the counter.
