Dubai Visa System: How It Works
The United Arab Emirates operates one of the most flexible visa systems in the Middle East. Whether you’re visiting Dubai for a weekend stopover, relocating for work, or investing in property, there is a visa category designed for your situation.
Two government bodies manage the visa process. The Federal Authority for Identity, Citizenship, Customs & Ports Security (ICP) handles federal-level immigration services, while Dubai’s General Directorate of Residency and Foreigners Affairs (GDRFA) manages residency permits specifically for the Emirate of Dubai. Most applications can be submitted online through their official portals.
An important distinction to understand is that Dubai visas fall into two broad categories: entry permits (for visitors and tourists) and residence visas (for those living and working in the UAE). Entry permits are temporary and cannot be converted into residency on their own. Residence visas, on the other hand, are tied to a sponsor — whether that’s an employer, a family member, or your own business.
Visitor Visas: Tourist, Transit & GCC
If you’re planning a short stay in Dubai — whether for tourism, business meetings, or a layover — several visa options are available depending on the length and purpose of your visit.
Transit Visa
For travelers with a brief stopover at a UAE airport. Applied through your airline or a UAE-based travel agency. Cannot be renewed or extended.
Tourist Visa
Single or multiple entry. Applied through airlines, hotels, travel agencies, or a resident sponsor (friend/family).
Long-Term Tourist Visa
Stay up to 90 days per visit (extendable by 90 more). Requires bank statement showing min. AED 14,700 balance.
GCC Resident Visa
For residents of GCC countries (Saudi, Kuwait, Bahrain, Oman, Qatar). Applied online via GDRFA or ICP portals.
Transit Visa
If you have a short layover at Dubai International Airport or Al Maktoum Airport, a transit visa allows you to enter the city for 48 or 96 hours. You can arrange this through the airline you’re flying with or a licensed UAE travel agency. Keep in mind that transit visas cannot be extended — you must leave the country before the visa expires. Nevertheless, 48–96 hours is enough time to explore the Dubai Mall, visit the Burj Khalifa, or enjoy a desert safari.
Tourist Visa (30 or 90 Days)
The standard tourist visa is the most common entry permit for visitors. It comes in two formats: single-entry (one visit only) or multiple-entry (several visits within the validity period). The duration depends on your nationality and the type you apply for — either 30 or 90 days.
You can apply through several channels:
- A UAE-based travel agency
- Your airline (Emirates, Flydubai, Etihad)
- Your hotel in Dubai
- A UAE resident who sponsors you (friend or family member)
- The ICP or GDRFA online portals
5-Year Multiple-Entry Tourist Visa
Introduced to attract frequent visitors, this long-term visa allows you to enter the UAE multiple times over five years without applying for a new visa each time. Each visit permits a stay of up to 90 days, extendable by another 90 days. To qualify, you must provide a 6-month bank statement showing a minimum balance of AED 14,700 (approximately USD 4,000). You can apply directly through the ICP portal at icp.gov.ae.
GCC Resident Visa
If you hold a valid residence visa in any GCC country (Saudi Arabia, Kuwait, Bahrain, Oman, or Qatar), you can enter Dubai with a GCC e-visa. This visa grants a 30-day stay from the date of entry and can be applied for online. Your passport and GCC residence permit must both be valid for at least three months beyond your arrival date.
Work & Employment Visas
To live and work in Dubai, you need a residence visa sponsored by your employer. The UAE does not allow visitors to work on a tourist visa — doing so is illegal and can result in fines, deportation, and a ban from re-entering the country.
Employer-Sponsored Work Visa
This is the most common path for expats moving to Dubai for a job. The process works as follows:
- You receive and sign a job offer letter from a UAE-based company.
- Your employer applies for an entry permit, which allows you to fly to the UAE.
- Upon arrival, you complete a medical fitness test and biometrics for your Emirates ID.
- Your employer submits the residence visa application, and the visa is stamped in your passport.
- You receive your Emirates ID by mail within 2–3 weeks.
Job Seeker Visa
Launched in October 2022, the job seeker visa allows foreign nationals to enter the UAE and look for employment without a sponsor or employer. This is a game-changer for professionals who want to explore opportunities in Dubai before committing to a move.
To qualify, you must meet one of these criteria:
- Be classified in the first, second, or third skill level as defined by MOHRE (Ministry of Human Resources and Emiratization)
- Hold a bachelor’s degree or higher from one of the world’s top 500 universities
The visa is valid for 60, 90, or 120 days depending on the option you choose, giving you time to attend interviews, network, and negotiate offers while legally in the country.
Investor & Business Visa
If you own a company registered in the UAE, you can sponsor your own residence visa. The requirements include a valid trade license, passport copies, photos, and medical exam results. Additionally, you must own shares valued at more than AED 70,000 and pay a refundable deposit of AED 10,000.
For larger investments, an entrepreneur may apply for a 5-year multiple-entry visa with a minimum investment of The Golden Visa is the UAE’s flagship long-term residency program, offering 10-year renewable residency to qualified individuals. Since its expansion in April 2022, more categories of applicants than ever can qualify — making it one of the most attractive residency programs in the world. The Green Visa was introduced as a middle ground between standard employer-sponsored visas and the Golden Visa. It allows foreign nationals to live in the UAE for five years without a traditional employer sponsor. This makes it particularly attractive for freelancers, skilled workers, and small investors. One of the biggest advantages of the Green Visa is the 6-month grace period after cancellation or expiry. This gives you time to find a new job, start a business, or arrange your affairs before leaving the country. Furthermore, Green Visa holders can sponsor first-degree relatives (parents and children). If you’re already a UAE resident — whether through employment, business ownership, or property investment — you can sponsor your immediate family to live with you in Dubai. This is one of the most common visa applications in the UAE, as many expats bring their spouse and children once they’ve settled in. Once approved, your sponsored family members receive a residence visa valid for the same duration as yours. They will also need their own health insurance, which is mandatory for all Dubai residents. Remember that your employer may not cover dependents, so budget for additional health insurance premiums. The UAE has become a top destination for international education, with campuses of globally recognized universities. Your university sponsors your student visa, which is processed by the GDRFA. The visa is valid for one year and must be renewed annually with proof of continued enrollment. Additionally, outstanding students (GPA 3.8+) may qualify for the Golden Visa. Dubai offers a unique 5-year retirement visa for individuals aged 55 and above. This visa is exclusive to the Emirate of Dubai and is issued by the GDRFA. To qualify, you must meet one of these financial requirements: If you own real estate in Dubai, you may be eligible for a residence visa based on your property value: To apply, you’ll need your passport copy and the title deed issued by the Dubai Land Department. The DLD will provide a clearance letter, after which you can proceed with the visa application at GDRFA. International patients can enter the UAE for medical procedures with a medical visa sponsored by the treating hospital or clinic. The sponsoring facility must hold a valid treatment license under UAE law. Depending on the treatment plan, entry permits can be issued for both the patient and accompanying family members. Visa costs in Dubai vary depending on the type, duration, and processing speed. Here’s a breakdown of the most common fees: * Employer-sponsored work visas and family sponsorship fees are typically paid by the employer or sponsor, not the applicant. Keep in mind that these fees do not include medical fitness tests (AED 200–500), Emirates ID issuance (AED 370), and health insurance, which is mandatory for all residents.
