Search this question and you will find AED 5,000 quoted as the entry price. It is wrong, and it is wrong by a factor of six. Here are the actual 2026 numbers, tier by tier, and the four things that move them.

The short answer

The Essential Benefits Plan, the legal minimum for anyone earning AED 4,000 a month or less, costs roughly AED 600 to 1,000 a year and caps claims at AED 150,000.

A private individual plan averages AED 3,000 to 4,000. Wider hospital networks run AED 3,000 to 7,000. International cover with maternity reaches AED 10,000 to 20,000 and beyond.

If you are employed, your employer pays for yours. You pay for your dependants.

What each tier costs

Health cover in Dubai is not one product. It is four rough tiers, and the gap between the bottom and the top is more than twentyfold.

Those are premiums for a healthy adult. Age and medical history move them more than any other factor, which is why an online quote engine asks your date of birth before it asks anything else.

The Essential Benefits Plan, explained properly

The EBP exists so that nobody in Dubai is uninsured. It is the minimum the Dubai Health Authority will accept, it is offered at regulated rates by approved insurers, and it is aimed at residents earning AED 4,000 a month or less.

What it actually covers: outpatient consultations and basic diagnostics, prescribed medication, emergency treatment, inpatient hospitalisation, and basic maternity after a waiting period. The annual claims ceiling is AED 150,000.

Where the wrong number comes from

A lot of English-language content about Dubai was written years ago and copied since. Somewhere along the way the EBP got confused with entry-level private plans, and AED 5,000 to 7,000 stuck. If a site quotes that figure for the Essential Benefits Plan in 2026, it has not checked it recently.

The four things that move your premium

Age

The single biggest lever. Premiums climb steadily from your forties and steeply from your late fifties. Nothing else on this list comes close.

Medical history

Declared pre-existing conditions are either excluded, covered after a waiting period, or priced in. Do not be tempted to leave something off the form. An undeclared condition is the standard reason a claim gets refused.

Network

The list of hospitals and clinics you can walk into. A restricted network is cheaper because the insurer has negotiated harder with fewer providers. If you have a hospital you want to use, check it is on the list before you compare prices at all.

Co-pay

The share you pay at each visit, typically 10 to 20 percent on outpatient care. A higher co-pay lowers your premium and raises your cost per visit. Whether that is a good trade depends entirely on how often you expect to go.

Your employer covers you. Dependants are yours, and that is the number worth planning for.

Those ranges are wide because the tier you choose matters more than the number of people. Two children on an EBP-level plan cost less than one adult on international cover.

Where you can genuinely save money

  • Match the network to the hospitals you would really use, rather than buying the widest list available
  • Take a higher co-pay if you rarely see a doctor, and a lower one if you have young children
  • Buy dependant cover through your employer’s group scheme where it is offered, group rates beat individual ones
  • Renew early. Some insurers load the premium for late renewals, and a lapse costs you your visa renewal too
  • Compare at least three quotes on identical terms, same network, same co-pay, same limit, otherwise you are not comparing anything

What does not work: buying the cheapest plan on the market without reading the exclusions. The saving evaporates the first time you need something the policy does not cover.

Why do some sites say basic cover costs AED 5,000?
Because the figure was written years ago and has been copied ever since. The Essential Benefits Plan is regulated and sits between AED 600 and 1,000 a year in 2026. AED 5,000 is closer to a mid-tier private plan.
Does my employer have to cover my wife and children?
No. Dubai’s mandatory scheme obliges your employer to cover you, the employee. Dependants are the sponsor’s responsibility, which in practice means yours.
Can I keep my policy if I change job?
Usually not, because it belongs to your employer’s group scheme. Your new employer arranges new cover. Make sure the gap between the two is zero, since a lapse causes problems at visa renewal.
Is maternity covered?
Basic maternity is included even in the Essential Benefits Plan, but after a waiting period that is usually several months and sometimes a year. If you are planning a pregnancy, check the waiting period before the premium.
